I would suggest you to learn coding first. Go to www.w3schools.com and learn about basics of web designing.
After that you can use any design softwares.

    Dreamweaver is what I’ve always used. You’d be able to design your page graphically, and split the screen to see the code that ‘makes it happen’. I urge you to take some classes at a local college to learn how to do this. They can teach you the what all the “tags” are, and as you advance you can take more classes and learn better ways to create your site(s).
    Also, Dreamweaver is just so popular that there’s so much information and tutorials available if you get stuck. That’s always important when learning.
