What Is The Best Free (at Least For Students) Web Design Program. I Am Looking To Make A Political Website?

I am a student, but can’t find a good web design program that will edit .pad files, etc. from web templates. I am looking to make a self promotive political website.
Additionally, if you know of any good free political web template sites please share them.

    You can try the first link below for free templates.
    There are many sites that sell political web templates for about $ 65-. Just do a Google search for “political web templates”.
    The best free “wysiwyg” html editor that I have found is Kompozer. It’s easy to use and will write the html code for your design.
    Kompozer is very similar to Microsoft’s Front page html editor. Laying out your design is similar to using Microsoft Publisher. Drag and drop, insert tables, import images, insert text boxes, whatever you can imagine you can do.
    Just open your free template in Kompozer and edit as you want.
    Since kompozer does not support frames I use Coffee Cup for my frame pages. (You probably do not even need a frame page for your site.)
    However the last link is for Coffee Cup html editor. It is not as easy to use but does allow you to enter code and preview the results immediately.
