I have found this site very helpful it gives very easy to follow tutorials on website programming languages and other information that any beginner to web developing would find helpful. If you are not interested in doing all the coding yourself and are just looking for some free website templates then i would recommend Zymic. They provide free VERY high quality website templates (And also some tutorials.) I would look into both of them:

Also later on if you chose to host your website. If you are looking for some free hosting, i would highly recommend AwardSpace. I use there free hosting plan often and find them the be of quite high quality. If you are planning to pay for hosting then you might want to look another Hosting company though.
