A: Put a portfolio of your work online. If you don’t have any work, just put your Resume, Contact Info, and a short Profile of who you are, what you can do, what your qualifications/education is.
Make sure it’s W3C valid, and has a really good design. Don’t use Flash (unless you’re selling Flash), and try to avoid using Javascript. Both of these can be turned off, and then your site is missing pieces.
B: SEO your portfolio. Google is a valuable tool. Try to be as specific as you can while using good keywords to get more hits.
C: Kijiji lets you post Free ads in your local town/city. So post an ad offering Web Design talent and link to your portfolio.
