If you have microsoft office, check if you have publisher. Many people already have it on their computer and don’t know it.
It’s pretty good, and should do what you want if you’ve got it.

There are newer free editors: KompoZer – http://kompozer.net/ and Microsoft has released a very good free editor – Visual Web Developer 2008 Express – http://www.microsoft.com/express/product…
At the very least you should learn HTML, CSS and maybe Javascript if you find you need it. If you need server side processing then you need to learn PHP and/or ASP.
Some people say you should only use some sort of text editor to write websites but that’s very tedious.
DreamWeaver, Web Expression (which has support for both ASP and PHP) and the more specialized SharePoint Designer are all good but expensive and for most purposes the newer free editors are just as suitable and write code that validates and without the larger file sizes of older editors.
Whatever you do, do not used anything that is not a specific editor – like Word or Publisher. These programs produce code that makes the pages re-editable in the programs that originally produced them. The code is much, much more complicated than it needs to be and so the file size and hence the loading times are also longer. Also, if you want to add some nice dynamic effects (DHTML) the code is so complicated you’ll probably have to rewrite the page anyway in order to edit it properly.
