How Do I Do This With My Web Design Software?

I want the space for navigation bar, title and main body, apparently its called a frame and i shouldn’t be using table to do this.

Could you please tell me how I would do this?
I am using KompoZer WYSIWYG software

    i used tables.
    if its WYSIWYG then why does it matter what you use as long as you get the desired effect?
